Avinor select Airport Hive Billing to automate the calculation and invoicing of aeronautical charges across Avinor’s network of 43 airports, replacing a legacy on-premise system with a modern SaaS platform.
Azinq, a UK-based airport software company, today announced that it has been awarded a contract by Avinor to deliver Airport Hive Billing, a cloud-based solution that will manage aeronautical charges and incentives across Avinor’s entire airport network in Norway.
Avinor, wholly owned by the Norwegian state, operates 43 airports and serves over 51 million passengers annually. The new Airport Hive Billing platform will replace Avinor’s existing on-premise invoice calculation system with a modern Software as a Service (SaaS) system, delivering greater automation, flexibility in the calculation and invoicing of airport charges and incentives.
The system will handle a wide range of fee types, including take-off charges, terminal navigation charges, passenger and security fees, noise charges, parking fees, and environmental levies. The solution will automate complex rules-based calculations, integrate seamlessly with Avinor’s existing financial system and Airport Operational Database (AODB), and provide extensive reporting and analysis capabilities.
A key requirement for Avinor was the ability to introduce new flexibility and discount schemes with minimal effort, supporting regulatory changes from the Norwegian Ministry of Transport as well as commercial incentive programmes for airlines. Airport Hive Billing’s configurable rules engine and multi-step calculation capabilities are designed to meet this need, while built-in audit trails and recalculation features ensure accuracy and traceability across the entire billing lifecycle.

Airport Hive Billing has been selected by major airport operators worldwide, including Manchester Airports Group and JFK Terminal 4, and is already deployed at major airports across the UK. The solution will be tightly integrated with Avinor’s existing data sources and enterprise platforms through REST-based APIs, enabling real-time data exchange with the AODB and automated transfer of invoice data to the finance system. The platform supports Norwegian VAT legislation, multiple accounting dimensions, and flexible discount management, including route-based incentives, volume discounts, and environmental charges.
